Nick is right, but in CA we have so many jurisdictions that either overlap, or are adjacent to each other. State lands where Cal Fire operates, Counties where the County Departments operate, Municipalities where the cities operate and Federal and BLM lands where the BLM and Forest Service operate.
I've been on fires where CDF (now Cal Fire) BLM, Forest Service, San Bernardino County, San Bernardino City, San Berdo Regional Parks and a local Fire District, ALL had crews on site, BEFORE a fire boss was appointed, what a mess...= )
