Sounds like the manifold is wide open for all the radiators. Should be balanced, the closest units should get less flow and the ones at the end of the run should be wide open. Usually the supply valve is wide open and the return valve is the one that gets adjusted. Many books refer to it as a "circuit setter". Look at HeatingHelp.com, lots of good stuff there.
