It's just another name for the county council or county commission. I don't know what you Canadians have that's similar. They govern unincorporated land on a local basis. But did you notice you said having trucks on one's property should be okay as long as it's "neat and orderly"? Who decides? As soon as you have any sort of "blight" ordinance, you open up a bottomless can of worms for people to argue about how neat and orderly is neat and orderly enough. Most real farms (as opposed to hobby farms) have boneyards of machinery and supplies in various degrees of disorder that uppity city people would be offended to have to look at. What's wrong with disorderly? It's his land. So long as he doesn't have toxic waste running off onto the neighbor's property, what difference does it make whether his boneyard is "neat" or not? Everybody has the ability to control the direction that their eyeballs point. If the look of it offends somebody, they should point their eyeballs somewhere else when they drive by.
