I've heard of people doing things like that when their truck won't start.
I would not trust silicone to stay stuck. I had good luck on a plastic (nylon?) radiator tank using some 2-part epoxy called "Plastic Welder" (not JB weld) from the local hardware store. It's held pressurized antifreeze for over a year now.
