They weren't intended to be snow tires. They were intended to be mud tires, and to have chains put on them in the snow. The M-series trucks were based on the lessons of WWII, and one of those lessons was that the roads all turn to mud eventually. NDTs are basically tractor tires with a center rib to make turning reasonably easy on dry pavement. The idea is that if you're on mud, sand, or snow, you'll air them down so the weight goes off the center rib and onto the tractor lugs. The one place where NDTs are superior to modern tires is in sticky gumbo mud -- the kind of mud that packs into the tire tread and won't come out. NDT's sling the mud easily. But other than that, when you use NDTs your back to the 1940s and have to figure on airing down, airing up, and chaining up depending on the conditions. Nothing "all-season" about them.
