I think you are on to something. If the hub rides on a simple bushing instead of bearings it would explain a lot of the unusual details.
Bearings would need preload and periodic adjustment. A hub cap would be a lot easier to remove and replace to perform maintenance than a core plug. The shape of the hub casting is more indicative of an internal bushing than bearings. The grease fitting would also be needed to keep lubricant around a bushing where bearings could simply be packed. Also, this is an agricultural application so the wheel would not see road miles or turn very fast.
I would expect it to need a 1940's 1950's wheel in order to fit.
