I can go to either of two 5 star dealers in my area, just lay a part number on them and they can look it up. It shows if in their stock or national stock. I have never been asked for a VIN at Dodge.

Now Chevy is a different world. I needed a throwout arm pivot ball for a 1993 NV-4500.
I had the Year, Model and no good. They had to have a VIN or go home ! Finally a mechanic came in that used to work the parts counter. He took a interest and showed the Parts Dude how to look it up without a VIN. Chevy can look up parts without a VIN if the Parts Dude wants to or is smart enough.
