temp and oil gauge

My m37 has not had a functioning oil or temp gauge since I got three years ago. I figured, I better fix it before the problem bites me on the butt. I have 24 volts going into both gauges but not coming out. Does this mean the gauge is burned out?? I looked in the archives and did not really get a good answer. Robert
