Do as Chris suggests. Then I suggest you squirt some oil in each cylinder (be generous with the oil) and re-do the compression test. If its stuck rings, the oil should temporarily seal around the rings and give higher compression readings. If this raises the compression, you can bet on stuck rings. If it does not raise the compression, best bet is valves.
