The 25 billion was supposed to be 50 billion, it was part of the 2007 CAFE revisions, which will cost Detroit 150 BILLION dollars to achieve. Uncle Sam was supposed to pay for 33% of it, now they have weaseled out of half of that and will be paying only 16%, and it's a LOAN, not a gift.
