don't unrivet your crossmembers! (We are all crazy about our Power Wagons.) I have a hole in one of my cross members from an ill-placed former muffler, and just sandblasted what I could reach, then sprayed it all with rustoleum. OK, there are better rust inhibitors, but I haven't had any trouble with that cross member for over 14 years.
I guess if you are talking show truck, Paul's advice and that of others here sounds like the way to go.
