When I blast my frames, I never pull cross members etc. Places that I can not blast, ie: inside of cross members get a wet coat of Rustoleum Rust Reformer. I use a pump up garden sprayer with the long wand. If there is no way to get a wand in the cross member, you can drill a .375" hole for the wand. I believe pulling cross m,embers is a little extreme. I then shoot the bright and shiney frame with PPG, MP-170 Epoxy Primer and top coat with PPG, MOA Chassis Black.
If for some reason you feel you must remove some rivets, look here, this is how I handle the large rivets'
