Judging from the 35-0-35 AMPS gauge it is a early 1949 or earlier PW.

I agree the headlights are wrong, and so are other details like the external door handle, but looks like a PW to me.

Milo, it even has a box, that looks more like w builder then a parts truck from the little I can see in those two pictures, and when I compare it to other trucks I have seen in PA.
