In researching my Superbird, I was able to locate all previous owners and even obtain Polaroids taken the day it was bought new.
I also used the DMV to track down a Charger R/T belonging to a friends 426 Hemi engine which had the VIN stamped in the block (69 only). Used directory assistance to contact current owner in IOWA, car came from Austin, Texas.
Try DMV first, the cost is very little.
