As you speed up the engine the altenator produces higher voltage causing the lights to brighten. maybe you wouldn't notice it if you used the smaller pulley that was on the altenator. The smaller the pulley the slower the shaft will turn. I wounldn't worry about it. Maybe if the voltage regulator faulty it would be more noticable.
