Lets be honest here, you will never get anything considered economy or milage out of your truck!
With that said, get yourself a Summit Racing catalog, buy their cam and lifter package (made by Crane, sold really inexpensively) that has a good grind for low-end power. I've got the 204-214 grind in my 360. Also get their pushrods. Then grab a Performer intake, a pair of headers or Magnum exhaust manifolds, a Carter High volume fuel pump, good Fel Pro gasket set.
Now, for the maximum in fuel economy with tons of power, try to find a really good Carter Thermo Quad at about 850 cfm. Use a factory one. It'll bolt right on the Performer intake, and once you figure out how to tune it, you'll love it!
If you're going to change to modern heads, find yourself a pair of 302 castings. These swirl port, closed chamber heads will be an unbelievable bolt-on to your 318! If you want more, have larger valves installed, but these things are hot just as they are. They are found on mid 80's truck engines, and some police vehicles. Don't confuse the 308 heads, which are the same, but made specifically for the 360 and have open chambers, which will actually hurt the performance of your 318.
Get a small starter for a 90 dodge van or truck. It'll last a ton longer then the old "whiners", will fit in the headers easier, and have none of the heat issues the old style starters have. They also just bolt in.
Have you converted to a MP orange box ignition yet? If not, do so! While you're at it, upgrade your charging system to a more current set up for reliability.
That's a good place to start. Don't forget about your chassis as well, if you want a long running beast!
