I always thought they came from the factory that way. Well, I don't know if this helps, but from what I've read, PW owners take a dim view towards radical modifications. I don't know if this is one of those, but it never hurts to ask. What kind of place would I go to to have a PW made into a swivel frame? That would sure save a lot of trouble over locating an original. Although, I would only resort to that after an exhaustive search for one. I've seen a couple for sale on the internet.
