I did that in a few minutes in MS Paint, the freebie. Looking at the 'We'll kick your...", it looks rather pixellated. I'm not definitively saying the photo is doctored, just that such an image is easily manipulated as I'm not a graphics guy(as evidenced by my using MS Paint!).
Good for chuckles regardless.
