Well you either have to create your own server, or use a public server.
It is probably easier if you use a public service such as:
https://www.blogger.com/start
If you want your own server and some easier to use online tools to create your own site you can register a domain name URL and host a site for a fee using a registrar like GoDaddy:
http://godaddy.com
