Dave, I looked at your pictures, Ouch. Here is what I would do. I would get a bunch of Metric Nuts just a tad smaller than the 3/8" studs. Use a pair of vise grips and hold the metric nut TIGHT against the broken off stud.
Then with a Mig welder, weld the nut to the stud, thru the threaded hole in the nut. Then apply the wax and keep doing it as it cools till you find a temp where you get a good wax flow. Then take the proper size metric wrench and very carefully back the stud out. If the stud moves but is still tight, use a little heat and then more wax.
I think they will come out. By using a metric nut a little smaller than the 3/8" stud, you reduce the chance of missing the stud when welding the nut on.
I am not a fan of trying to drill and ez-out.
To much chance on not being exactly straight and damaging or destroying the head.
Go slow, dont get flustered, one stud at a time.
If as a last resort your going to drill them out, I would remove the head and have a machine shop mount the head in a mill and drill out the old studs and re-tap the holes.
