Least safe, a chain, and somebody in the towed vehicle , hoping the parking brake suffices.
Next, flat tow with with a tow bar, no brakes at all on the towed vehicle.
Then a heavy enough tow dolly,
then a heavy tow dolly with brakes.
Then comes a HD trailer with adequate brakes.
Then, hire somebody else.
Is 1/ 10,000 safe enough for you? Or do you have to have 1/10,000,000 ?

You do know that most people die at home in bed? But I'll bet even OSHA inspectors sleep on mattresses.
Why, I've even heard of some people that drive old trucks that still have drum brake systems...
