I dont understand what you mean by a 'front axle tow rig' ? You also mention you will not have brake assistance from the trailer.
Power Wagons are heavy and that combined with the trailer make a very heavy towed load. The 1 ton Chev Dual wheel should be a good tow truck. But then everything goes down hill without trailer brakes. In an emergency, you will never be able to stop the load quickly/safely. Dont tow without good trailer brakes on all trailer wheels.
