I have experienced the same problem. Make sure your top adjusting cams are out far enough. If the cams are not stopping the shoes soon enough the return spring will push the rubber cups to deep into the bore of the wheel cylinder. When first assembling after new parts have been installed I use the drum as a guide. Install the shoes as far out as you can and then keep fitting until the drum goes on. This makes it a little hard to install the return spring but it can be done. I found out the hard way after assembling all the brakes on my WC-63. Five out of the six leaked when I installed the power bleeder. I repeated the mistake twice before I engage my brain and figured out what was going on. Hope this helps.
