Ask him what series the M113 are.
Ask him what years the HMMV are.
If he gives a logical answer, he might be legit.
I got a similar inquiry a number of years ago, for rebuilt military 465-LDT-1C engines, quantity 50, from the Royal Jordanian Armed Forces. (The Kingdom of Jordan is one of our allies in the Middle East). Short story: found the engines, had them rebuilt, sold the engines, still selling them spare parts. The inquiry, though, came from a very illiterate-sounding low-level bureaucrat in Washington. It sounded fishy until I was invited into the Jordanian Embassy in DC for a nice luncheon, (the tarragon chicken was great) kisses on both cheeks, and and a nice check (which did NOT bounce.)
