I see 1 style of 19.5 used on a W300, and another part number of 19.5 used on a D300 and P300.
If your rims are original (they look a lot like International rims to me) then maybe they are D300/P300 only, so they are not meant to be used on a W300. That would explain why the offsets don't look right.
If that is the case then you need to find a set of 1961-68 W300 SRW axles with the W300 style 19.5s on them.
That may be a bit of a challenge.
