You hit the nail on the head when you wrote, "The problem seems to be that some dealers are buying the stuff at these prices and then trying to palm it off onto buyers as quality full-priced material."
I got burned by this when I bought a chain hoist some years ago. I wanted a small (1-ton) hoist and wanted it to be a good one, not the Chinese kind they were selling for $40 at Tool Town (the cheap tool store prior to Harbor Fratee). I went to the good industrial supply store and paid something like $120 for an Ingersoll-Rand unit. Got it home, opened up the Ingersoll box, and inside it was a plain box made of that kind of cardboard that they only make overseas. Inside that was an inspection sheet in Chinese with Chinese inspectors' stamps on it. The hoist has been working fine for me, but I feel like I paid $40 for the hoist, and $80 for the Ingersoll box. I should have taken it back right away. I do have a big old American 2-ton chain hoist, but the thing is a foot and a half across and weighs about 150 pounds, so I never use it. If I ever have a good shop with a traveling bridge crane, I'll use that hoist on it.
