Having been around powder coat a little, it sounds like a good idea as the chrome colored powder coat would be a good alternitive. Rechroming can be a nightmare. Your powdercoater should have a sand or media blaster. If you can get the chrome off and create a uniform surface it should be possible.
As for the pits and flaws, I am wondering about an automotive metalize filler. You would sure have to go some experimenting.
I used to restore late 50's and early 60's Cadillacs, so I sure know about bad chrome and stainless steel trim.
