Hooked up my pup to a milk crate on bike wheels. Home made harness. Are the real carters just not worried about the cart running into the dog? If the drover is riding , like the spreader pictured, there is a brake, but walking beside, the cart can over-run. The pup wouldn't consider that a good thing.
