It sounds like Michigan is more motorist friendly than many other states. No one wants a illegal vehicle or anyone to be able to get a easy title if theirs is stolen but the method Michigan uses would seem to be adequit to verify that a vehicle is not stolen.Revenue is probibly a factor as well as stopping illegal vehicle registrations.
