Hard starting 55 PW w/230

Any help would be appreciated.. My 55PW does not want to start. It will fill the two rear most cylinders with raw fuel quickly. Choke adjustment seem critical. I recently rebuilt carb. and replaced fuel pump. Once running it seems to run well. Any suggestions would be greatly appreciated.
