In all states that I have lived and registered vehicles, there was/is a disconnect between GVWR and Tag Weight.
In most states tag weight rating corresponds to gross combined weight, and has nothing or little to do with the manufacturers GCWR or GVWR. I our case, we run 24k tags on a 3500 dodge. This doesn't require us to have a commercial tag for the truck, commercial insurance or a commercial driver's liscence.
In fact, the state doesn't really care what the vehicle is capable of or rated for when it pertains to a non-commercial vehicle. That said, in our case we are within the limits.
The only time it is going to be an issue is regarding liability. With an antique vehicle such as the dodge, if you are on a road, follow the manufacture's guidelines. You have 50 years working against you.
