Those are tire sizes. The 7.50-16 tire mounts on a 5.5 inch wide rim that has the smaller ring. The 9.00-16 tire mounts on a 6.5 inch wide rim that has the larger ring.
A question about tire and rim size issues appears on almost every Forum. Someone ought to provide this information and have it on the "Best of the Forum" so this same question would not have to be answered repeatedly.
