I'm not a fastener engineer but would tend to believe that the heat would locally anneal the U-bolt, thereby degrading its strength. Not something that I would personally do on my own vehicle. When the bolt cools down and "shrank enough to really seal the deal" who knows what the actual tourqe is on the fastener. So why bother using a torque wrench at all?
