Do the 'lobes' look evenly spaced? There are 'odd fire' GMs that look like an eight cylinder lobe-thingy (reluctor?) that is missing two. If the core they used is an odd fire, and your 251 is even fire (it is), then a bunch of cylinders are firing out of time. And the cap needs to be even fire also- the odd fire caps have extension tails on some of the contacts, to reach the right place yet look even where the plug wires insert. And I think the odd-fire rotor has a long tail on it's edge contact too.
Using a timing light, or just twisting it as far as it will go- not enough due to clocking?
