The only thing wrong with your idea is the response speed. Here we use Chalwyn valves which react directly to the speed of the air going through them - air speeds up for a runaway and it closes in about 1/3rd of a second.

Stewart & Stevenson are the US distributor, and you should be able to find one on any similar truck or diesel engine used in a refinery or mining application.
