I have sat in on national meetings where state weights & measures officials debate this very issue. Warm states want it. Cold states don't. The AZ case makes it look like the end user is getting taken advantage of, but it all comes out in the wash. If you were to adjust the measured volumes, they will adjust the price, so their profit stays the same.
My perosnal view, is that if you require fuel stations to install expensive equipment they will add that to the price of the fuel, and the customer will pay more, not less than they do now.
