Congress and the states basically already have the windfall profits tax on road fuel. Its called fuel tax and in my state, California it amounts to $0.41/gallon last I checked.
Now lets see who makes more profit on a gallon of fuel; the oil company or the government? Why is it that everybody wants to complain about the big bad oil company, and not a word gets uttered about the darn taxes we pay (which in my state haven't been spent on roads for over a decades due to the "financial emergency" which allows it to be pilfered for the general fund). I won't defend the oil company practices, but its not fair to blame all our ills on the oil companies. When did you last see one of our politians do something about it, other than take perks from oil and everyone else.
If you want a windfall tax, you should also agree to participate in their risk when they loose money too. Whats good for the goose is good for the gander. The sun doesnt always shine and cows dont give just cream. Remember that a windfall profits tax will effect more than just the oil companies, it will affect all US companies, so when that company that you work for makes more than 15% in profit, that will get taken away. Do you really want the government to tell you how much you can make in profit? Maybe next they will say that will say that its not appropriate for you to make more than $60K a year, and that you cannot have more than one child per family. Sound a little familiar?
