Power Wagons No Vacuum Advance why ?

I have a 230 engine from a 59 maybe 60 PW. The distributer has no vac advance which is correct for this distributer 1AY4012AL . The carb E7T2 is set up with a governor. Just wondering why no vac advance from what I can tell all other trucks of this era had the vacuum chamber.
Do not have a pw I have plans to use the engine in a 46 dodge truck (wd21).
