No, on 12 volts it would draw half the amps. Besides, the starter shouldn't be drawing through that (ballast?) resistor #2. The whole thing is such a g-job that it's hard to tell what's hooked to what and what's supposed to be there and what isn't. I know from multiple experience that in a 12 volt system it's possible to have a dead short at one end of a long wire without the wire ever burning up. Just gets real hot and runs the battery down. Pretty much anything's possible, and it's all pretty easy to figure out by following the wires and applying any sort of volt meter to various points, but it's beyond explaining here. Sam's right in rewiring the whole thing. Beyond a certain point, it's not worth trying to untangle somebody else's rats' nest of wiring.
