Harbor Freight sells a handy set, #46724, on sale for $3.50. It has most of the ones you'd need up to 1". I found one there that fit the hole in the fender for the headlight wires. It will do for most holes, and the price can't be beat. For 1.5" holes, I see a few in McMaster Carr (9307K84 and 9307K75).
