Build the border fence, hire more ICE agents, provide work visas and tamper proof ID cards (AmEx and Visa seem to be able to do that) and then fine and imprison employers that hire illegals. After the first few rounds of publicized arrests they will leave in droves.
Already the down turn in construction has seen many thousand heading home.
It won't cost billion and we are already spending 3 billion a year, in CA alone, for medical and school costs for illegals.
