The only way to stop a true runaway diesel is to totally cut of the intake air. The governor means nothing as its not being fueled by the IP pump. Its fuel is either engine oil or outside combustible vapors entering thru the air intake. This is the reason for Emergency Shut Downs such as the Roda Deaco Valve that I use on my diesels
