The electrical people will chime in soon, but I'd try pulling the motor apart and really cleaning the commutator (sp?). If my terminology is wrong, I'm referring to the copper plates that the brushes run against. It seems to me I've had luck with getting them clean, as well as the gap between them, to get a motor to self start.
