It's not as stupid as it looks, even though it looks like a staged shot. The water will conduct between the hot and neutral in the outlet strip, which are close together, and very little current will get to the two guys that are sitting on the other side of the pool. A fish could probably swim around there without even feeling anything. This is not at all like standing in the bathtub (grounded feet) while sticking your finger in an outlet (or a blow dryer), where the current goes to ground through your body. Even if all the water in the pool was electrified relative to ground, and the pool was insulated from the ground, the guys in it wouldn't feel anything until they got out and straddled the side. Until then, they'd be like birds sitting on a high-voltage wire. I'm not saying those two bubbas are smart. I'm just saying that if somebody did that, they probably wouldn't get shocked.
