If you are in someplace like Montana then this truck sounds pretty rough for the price. If you are out east, like Maine, then you may be looking at a more typical condition for your area. Most of the time a bed with rear fenders in repairable condition is worth $1,000 all by itself, if that helps with value.
As for your plans, modern axles can be added, lots of guys have done it. But a 6BT is a big engine, and does not easily fit into a WDX-WM300 style PW. A 4BT is a much better choice.
As always your choice is money or time, if you can do the work yourself, and you like doing it, then buy this truck if you are happy with the price and condition. If you can not do the work yourself, or don't want to do the work yourself, then you should look for a less rusty trucks somewhere else, and pay to have it shipped in.
When you finish your project the $2,500 cost of buying the truck will be a minor expense given how rusty it is, and what you plan to do to it.
