Your URL has to be included in their ISP's DNS (domain name) server. This is a
process that happens at different frequency depending on the ISP, some do it
every night, and other do it once a week. If you have an IP address for your
site like http://216.92.126.104/ they should be able to get that without using the
name.
The short non-tech answer is give it a couple of days, and everyone will be able to get to it.
