This looks like a 1940 model VC truck by looking at the chrome chevrons on the grill and by looking at the small parking lights sitting on top of the headlight buckets. This truck should have a 5 lug, solid disk wheel to be entirely correct. My 1940 model VD-21 (1-ton) truck has these characteristics, except the solid disk wheels are 6 lug. Gordon McMillans 1939 model TD-20 also has the 6 lug, solid disk wheels, but with a slightly different grill and different parking lights on the headlight buckets.
