The previous owner may have installed an in-line resistor (or resistors) in the wiring to the taillight and brake bulbs to drop the 24-volts to 12-volts. Possibly, he did not complete the job, which might be why one side works properly, and the other side blows the bulbs. As others have stated, a volt ohm meter (VOM) is the best way to start looking for the solution to your unusual problem. Good luck with your very legitimate question.
