I guess it's a habit formed in cold weather- revving an engine, then shutting off the ignition while it is still wound up, is supposed to blow out the water left from combustion, thereby preventing rings from freezing to the cylinder walls.
Perhaps your idle is too high? That would do the same thing- keep pumping un-burned gas out the exhaust, where the heat will ignite it.
