In summary, I agree with your sister, the 22 mag is a great improvement over a regular 22 caliber. But it still has significant limitations. I (rarely) use a 22 mag rifle for small varmints: coons, squirrels, etc. You can shoot a big cat with a 22 mag, if you have him treed or in a stationary position at close range, and you can clearly shoot him in the head - right between or slightly above eye level. Otherwise, I suspect it's like shooting Mongo after he has a full ration of beans!!
